What is at stake.
The reservoir must keep supplying water while the spillway is rebuilt. Concrete work is only allowed in low-flow windows, and one wet season can wipe out months. The CM/GC schedule assumed average weather every year.
How we control it.
What our schedulers and cost engineers are doing on this project.
Hydrology in the schedule
Historical flow records became work windows in P6, so river-dependent activities can only be planned where the river allows.
Risk on the seasons
Monte Carlo runs model wet and dry years, and the owner sees the P80 finish with and without a bad storm season.
Recovery options ready
Two recovery sequences are kept current, so a lost window has a tested answer before it happens.
Earned value
Quantity-based earned value on concrete and fill gives the owner an honest SPI every month.
Where it stands.
The river sets the calendar on a dam. We stopped pretending every year would be average and planned for the real ones.
