What was at stake.
The utility needed the plant before a forecast summer shortfall. Progressive design-build meant the guaranteed price arrived late, and the owner had no way to test whether the early schedule was real.
How we controlled it.
What our schedulers and cost engineers did on this project.
Independent review
We reviewed the design-builder baseline against our checks before the guaranteed price was signed, and found the gaps early.
Process start-up mapped
Every process train was scheduled from installation to start-up and performance testing, ending at first water.
Cost tracked by train
Cost reports were split by process train, so overruns could be tied to the work that caused them.
Change log closed
Every change was priced, logged and closed within thirty days, keeping the contingency honest.
The result.
We checked the schedule before the price was signed. Fixing logic on paper is cheap. Fixing it in the field is not.
